Working and cheap are about the only requirements I have.
Next month I'm buying a Quarterhorse and EECTuner for the car and I need a laptop to tune with. It's all via USB so pretty much anything made in the last decade works. If you have a serial input would be a bonus, because then I can use Vagcom on the VW; not a deal breaker though.

You can use VAG-COM with USB.

Yes a 2004 Dell would work. What do you need for it?

Yes Vagcom can be used with a USB, but I don't have that cable and IIRC it isn't cheap. I do have an OBD to parallel cable though that goes with my ELM 327 cable.

hows $100 with the a/c charger, 2 batteries, and samsonite case sound. The case was like $50 new, and the computer was $1200 in December 2004.
