I'm driving on a well worn set of Dunlop Graspics. Even with <50% tread, they out tractioned any sort of all season I've driven on a two wheel drive car.
Last season the daughter got a set of Firestone Winterforce. A lot less $$$ than the others. She put 8K on them and they still look great. She felt a whole lot safer driving on them. The wife is getting a set this year.

I'm looking at some Yokohama W.Drive tires right now. Pricey. But they are a very unusual winter tire, as they are good in snow and heat...I've read nothing but very good reviews. I don't think they have 16's though. Only 17's and up. It's a true 4 season tire. Might be worth a look if you're thinking 17's.
I recently purchased a set of Hankook i-pike w409's, for the past two winters I was riding on the stock Goodyear rsa's and would get stuck on flat icy surfaces, slush, snow over 3-4 inches deep, and any slippery hardpack. Trying to start up a hill from a complete stop was insane I like the i-pikes so far and have noticed a huge difference in winter driveability in all aspects. The only place where they seem to lack (respond more like an all season) is on shear ice during moderate to hard acceleration/deceleration (more so on acceleration). I have set up scenarios to see if the tires are doing their job such as start from dead stops at bottom of icy or snowy hills/driveway's, purposely seeking the worst looking lane to travel and due to a lapse of attention coming to a couple of abrupt stops in traffic. I would say for the price and the experience I have had on them so far they are a good buy maybe not the best out there for sure but then you can pay double the price and probably not get double the performance. The hankooks were my #2 choice given the reviews written and price point the #1 tire was out of stock at the moment of purchase.
