Major suckage. Compression may be within specs, if you scored a valve with your spark plug gnd it may be causing the low compression on the #3. All is not lost. When i destroyed the ring lands on my pistons in my engine there were no score marks on the cylinder walls. And all of my plugs looked worse than yours, like there was no ground at all. I have the same diameter pistons as stock, i literally had the shop hone the cylinders (you could still see the cross hatch marks from the stock assy) and assemble the thing.
Pull the head before you go spending money on a block, you need to inspect it for damage.
EDIT: BTW, you are part of the trifecta. Since your car was once owned by Roman it will never run at the same time that Justin or my car runs. But, my car is idling like shit right now so maybe you have a chance.

One more vote for ripping it down, Blocks are pretty tough. You may not have as much damage as you think.

Well, if your willing to drive I know there is a 2000 Zetec at Rohners. I didn't aska bout it at all but there was one there. My best guess would be $500 for it (+/- $100 core).
But don't jump the gun until you actually pull the head.
If the head is still on the engine --> dump a little bit of oil down #3, if the compression comes up it's bad rings, if not it's valves.
