Anyone know how to bypass the vss at the radio in the 2013 st ?

You mean the function that adjusts the volume of the stereo according to speed?
I'd imagine the owners manual has that info in it.

It's near the bottom and IIRC, you can have it off or set to various levels
Or if you want to be a dick about it, pull the stereo and unplug/cut the wire for it.
