Siping and cutting differ slightly. Siping cuts multiple times per tread block or lug. This allows more surface contact due to the tread lug being able to conform to uneven surfaces like ice and snow. In theroy making the tire softer. Cutting at tire is to change the tire, take dirt track tires, they need to change the amount of bite at either corner. You can cut a tire to dig in or slip. Siping only makes the tire squishier. 8)
