With cams, header and tune it's got to be more than 140hp.

140 at the wheels? That sounds about right. Thats what my 01' Zetec did with those mods. I didn't notice traction issues with that setup. The 05' I have now, that has traction issues.

When I was road racing around the carosuel no matter what I did I would always over or understeer. Even with 225/45's.

Didn't realize you were talking about road racing. Front wheel drive car without limited slip diff = tire spin on corner exit. Sticky tires would help with the understeer on entry but not much help on exit. You'd think so, but i actually didn't do terrible. I think i was about 2 minutes flat around the short track.
