The wheels I really really really want are not available in our bolt pattern. Is there any place local that will drill a second 4x108 pattern in a set of wheels? Is it structurally safe to do this?

MMMM NOM NOM
Those could be drilled, you thinking of just getting a 4x100 and have them done?
I'll send a PM to my guy who does my spacers and other misc stuff. He might be able to drill wheels...I'll let ya know...

Yup, I see these for sale every now and then on the Honda boards in 4x100... pick a set up and have them redrilled, and find some press-fit plugs or something for the old holes. I hate the look of dual-pattern wheels, but I'm not about to order custom wheels from Enkei. This way if (when) one gets bent or curbed, I can get another one fairly easily.

How about filling the old holes? Can he do that as well?

Yeah, try having an early-offset 944. Tire rack lists 68 wheels for a ZX3. There's 1 for a 1984 944. And a set is $3200. There are a lot more cars that use 4x108 than use 5x130.
