all your doing is making it harder for you to shift and in return longer time to shift.

A Short Throw Shifter actually moves the pivot point to create less upper movement and quicker shifts. By cutting the lever you will create a shorter lever but not a short throw shifter.

are you sure everything is hooked up, and all the fuses are good?

car ran fine for me tell I put belt on and O2 in. I never really got around to it after that. I would say your problem is connected to that some how.
